Burnley and Pendle Councils Propose New Unitary Authority Model for Lancashire

The proposal’s rationale

The Government has mandated a move away from the current two-tier system, where county and district councils provide separate services, towards a system of unitary councils responsible for all local services. This nationwide initiative requires Lancashire to consolidate its existing County Council, 12 district councils, and two unitary councils (Blackburn with Darwen and Blackpool) into fewer authorities.

The joint proposal from Burnley and Pendle has been developed following extensive analysis and public consultation. Despite a Lancashire-wide survey indicating a majority preference for maintaining the current structure, the Government’s directive means reorganisation is inevitable. The councils have focused on local needs and views, as stipulated by the Government’s criteria.

Local engagement and support

The business case takes into account the results of engagement programmes in Burnley and Pendle, which included focus groups and community consultations. These local efforts saw nearly 1,600 responses, with almost 80% favouring the five unitary authority model. This aligns with findings from a similar consultation by Lancaster City Council, which also showed strong support for this model.

Councillor David Whipp, Leader of Pendle Borough Council, emphasised the principle of localism at the heart of their proposal. He stated that community identity and connection were consistent priorities across Lancashire, and the proposed model is designed to ensure councils understand local challenges and ambitions. The aim is to protect vital services, ensure financial stability, and maintain responsiveness to local needs by creating authorities that are efficient yet locally connected.

Addressing regional needs

Councillor Afrasiab Anwar MBE, Leader of Burnley Council, highlighted the extensive work behind the business case and urged the Minister to consider all proposals, including the five unitary authority model, with the same spirit and attention. He stressed the public’s desire for stronger local leadership, better services, and increased accountability. Councillor Anwar specifically pointed out the urgent need in East Lancashire, the most deprived area, and how this model provides two distinct voices for the region at the devolution table.

Other proposals for Lancashire’s reorganisation, suggesting two, three, or four unitary authorities, have also been submitted by different councils. The Government is expected to consult further with residents and stakeholders before making a final decision, anticipated by early summer 2026.
